Water Division

The Water Division of the Department of Public Works is responsible for the maintenance of  70 miles of water main, water distribution system connections and gate valves, back up water supply wells and fire hydrants for 3,400 residential and commercial customers.  This division is also responsible for a water tower that is disconnected from the water distribution system.

(Three (3) water main connections with meter pits at a 72" Detroit water main supplies water to the City of Lapeer.)

The division is staffed by three (3) full-time staff members, as well as clerical support.

  • Marty Johnson - Crew Leader
    • S-1 Certified Drinking Operator - This level of certification confirms the operator is eligible to manage a public water distribution system with a population greater than 20,000.
  • Scott Owen - Utilities Troubleshooter II / Equipment Operator IV
    • S-4 Certified Drinking Operator - This level of certification confirms the operator is eligible to manage a public water distribution system with a population of less than 1,000.
  • Joe Blackmer - Water Technician I
    • S-3 Certified Drinking Operator - This level of certification confirms the operator is eligible to manage a public water distribution system with a population from 1,000 to 4,000.
The Director of Public Works holds:
  • S-1 Certification - This level of certification confirms the operator is eligible to manage a public water distribution system with a population greater than 20,000; and
  • D-2 Certification - This level of certification confirms the operator is qualified to manage a community well system with limited treatment serving a community with a population from 4,000 to 20,00 or with a rated treatment capacity less than 0.5 to 2.0 million gallons of water per day.

  • Average Yearly Water Consumption - 443,000,000 gallons
  • Average Daily Water Consumption - 1,200,000 gallons
  • Maximum Day Demand - 2,171,000 gallons
  • Peak Hourly Demand - 5,108,000 gallons
