Rental Inspections:
Rental properties in the City of Lapeer are required to register with the City of Lapeer's Building Department. The Building Department inspects rental units on a periodic basis using HUD’s Housing Quality Standard Inspection as a minimal guideline for compliance. This program is intended to ensure rental properties within the city limits of Lapeer are safe, decent, sanitary and suitable for human occupany.

Current Grant Information:
North Oregon Housing Grant
The City of Lapeer has received a Michigan State Housing Development Authority (MSHDA) CDBG grant to rehabilitate at least eight existing homes within the North Oregon Neighborhood of the City of Lapeer (see attached map). Both Homeowner Rehabilitation and Homebuyer Purchase Rehabilitation will be funded under this grant. Families must be income eligible to apply.
Homebuyer Purchase Rehabilitation (HPR)
Homebuyers must have gross annual incomes of at least 40% of Lapeer County’s current Area Median Income, and must not exceed 80% of Lapeer County’s Area Median Income. Homebuyers must also be credit worthy enough to pre-qualify for a first mortgage to purchase a home, and meet the City of Lapeer and MSHDA guidelines for the HPR program. For Homebuyer Purchase Rehabilitation, a maximum of $20,000 can be applied towards necessary renovations and a maximum of $10,000 can be applied towards down-payment assistance. The first mortgage to purchase the home is considered the leveraged match.
Homeowner Rehabilitation (HO)
Households must have incomes at or below 80% of Lapeer County’s Area Median Income. For Homeowner Rehabilitation, the maximum grant funds allowed per unit is $25,000 with a minimum of $1,000. Homeowners are required to provide a leveraged match which will fall between 25% - 40% of the overall project cost. The leveraged match will be based on the family’s gross annual income.
All repairs will need to meet the most current Michigan Residential Rehabilitation Code and all units will, at minimum, meet Housing Quality Standards as published by the Department of Housing and Urban Development. All renovated properties will be monitored for paid taxes and insurance coverage for the duration of the deferred mortgage.
